On September 10, 2020, 51 Shebao, an affiliate of Zhonghe Group signed a strategic partnership agreement with ILO GBDN-China and joined the Inclusive Employment Resource Center, ILO GBDN-China as a founding member. Zhou Haibin, Secretary-General of ILO GBDN-China, Yu Qingquan, founder and CEO of Zhonghe Group, its Vice President Fang Xing in charge of customer success, Technical Vice President Ding Xue and Ren Zhaolong, Director of the Department of Social Responsibility attended the signing ceremony.
51 Shebao Works in Concert with Other Organizations to Facilitate Disability-inclusive Employment and Empower the Community with Specialized Systems
In 2020, the ILO established the Global Business and Disability Network (GBDN) at its Geneva-based headquarters in Switzerland to put together a public–private partnership (PPP) platform that encourages enterprises, national-level employer networks, business networks, disabled persons’ organizations (DPO) and the government to jointly advance disability-inclusive employment strategies. On July 31, 2018, ILO GBDN-China was established in Beijing, China. It provides a platform that allows enterprises to make use of effective resources and services to reduce barriers and boost efficiency of the inclusion of people with disabilities in China’s business community and achieve the goal of disability inclusion.
While signing the agreement, with an international vision, both parties engaged in an extensive discussion on the awareness of equality of the disabled and cases of how people with disabilities find jobs, and analyzed international ideas of disabilities and concrete measures. Yu Qingquan remarked, “Driven by the mission of ‘making every job secured’, under the guidance of GBDN-China, Zhonghe Group seeks to encourage more people with disabilities to participate in the labor market and seize opportunities to work and find jobs through employment projects for the disabled.”
Secretary-General Zhou Haibin commented, “I would like to thank Zhonghe Group for its trust and decision to choose us. 51 Shebao, an affiliated of Zhonghe Group as well as one of the 20 founding members will jointly initiate public service programs with GBDN-China and the Amity Foundation to extend employment support and social worker services to people with disabilities in view of inclusive employment and help this community boost their ability to find and maintain jobs and make continuous improvements.”
This strategic partnership will encourage agencies providing services for the disabled and social worker agencies to provide employment support and social worker services for people with disabilities in view of inclusive employment and thereby launch more cooperation projects that facilitate the employment of the disabled.

51 Shebao, an Affiliate of Zhonghe Group Creates a New Intangible Cultural Heritage-based Employment Model of Social Security and Carries Forward Public Service Undertaking under “Tonglu model”
In recent years, topics on CSR are heatedly discussed, and an increasing number of enterprises and individuals have developed the awareness of public services and begun to practice public services. Tonglu is a public service brand affiliated to 51 Shebao dedicated to providing employment services for the disabled. The brand utilizes years of experience in human resource services and big data to innovatively create a service model for the labor sharing and collaboration platform of people with disabilities, establish employment bases for this community and help them find jobs, shake off poverty and lead a better-off life with well-regulated and reasonable employment solutions.
Tonglu initiated China’s first intangible cultural heritage-based employment model for the disabled that combines the employment of the disabled with the inheritance of China’s intangible cultural heritage. It innovatively designs new jobs on the basis of the inheritance of intangible cultural heritage to spread the idea of disability inclusion and alter public understanding of the labor value contributed by this community. Apart from meeting market demands, this brand also establishes connections among enterprises, people with disabilities and society to help this group of people find jobs and call on all walks of life to pay more attention to the issue and support this community to find jobs related to intangible cultural heritage, while carrying forward intangible cultural heritage. In this way, it helps people with disabilities to find stable jobs and pursue a successfully professional life.
In 2019, 51 Shebao, an affiliate of Zhonghe Group held a symposium together with China Foundation for Disabled Persons (CFDP) and the Zhongmin Social Assistance Institute (CSAI) and issued the first “Research Report on the Value of Intangible Cultural Heritage-based Employment of People with Disabilities” which was extensively covered by the media. Known as the “Tonglu Model”, it brought home the 9th China Charity Festival Award for Public Service Innovation 2019 and 2019 Public Program Award. Tonglu has so far helped 1,000+ enterprises fulfil social responsibility and secured jobs for the disabled.

51 Shebao, an affiliate of Zhonghe Group will take the opportunity arising out of this occasion to work in concert with other members on experience and knowledge sharing, so as to reduce barriers and boost efficiency of the inclusion of people with disabilities in China’s business community and offer tools and solutions for enterprises during the hiring and employment of employees with disabilities. In the meantime, Tonglu also calls on more enterprises to pay attention to and participate in public service programs, proactively fulfil social responsibility, contribute to the targeted poverty alleviation of the disabled, create a barrier-free environment and push forward disability-inclusive employment.
